It's Susan Boyle. The vocals are at half speed, the backing track is by session musicians, and the whole thing was entered into the UK Eurovision preliminaries in '84. SuBo says in an interview for the Hereford Evening Telegraph: "It was a joke! Just like a laugh, really. It never got chosen, which was a shame because I was going to dress up as a feller. The group didn't exist but we was going to be called The Boylers. I'm amazed so many people think it's like this big mystery or something."
